I get that it literally means "Never" deal it twice....But, I want to know when/where this really matters?

This is all I could find.

Its just that the cards were dealt twice.

Say two are All In PreFlop and when both agree to dealt it twice Turn and River are twice dealt.
If someone wins both showdowns he gets all the money. If everyone wins a showdown then the pot would split.
Its just to reduce the risk to win against the miracle "bad beats" at river.

Maybe Guru will explain better.
